Perhaps one of the most important achievements of the Belgian community in Egypt is the establishment of the Heliopolis suburb, the city established by Baron Empain - a Belgian national - in the desert of Egypt to the north-east of the city of Cairo, The baron was known for his love and association with the Egyptian civilization, so he bought land in that area at a cheap price, And he established the "Egypt Electric Railways and Ain Shams Oasis" company, which reconstructed the suburb, and established a city with integrated facilities and infrastructure, and connected the suburb to Cairo with tram and metro lines.

     أقام بمصر العديد من الجاليات الأجنبية، التي أصبحت فيما بعد جزء من مكونات المجتمع المصري واندمجت معه، وتعد الجالية البلجيكية من أهم الجاليات التي عاشت في مصر وتركت أثراً كبيراً بها، فعلى الرغم من صغر عدد أفرادها هذه الجالية بها، إلا أنهم قد وجدوا من مصر بيئة مناسبة للإستثمار بها وتوسيع نشاطهم.
     ولعل أحد أهم إنجازات الجالية البلجيكية في مصر هو إنشاء ضاحية مصر الجديدة، تلك المدينة التي أقامها البارون امبان -البلجيكي الجنسية- في صحراء مصر إلى الشمال الشرق من مدينة القاهرة، وقد كان معروفاً عن البارون حبه وارتباطه بالحضارة المصرية، فاشترى الأراضي في تلك المنطقة بسعر رخيص، وقام بتأسيس شركة "سكك حديد مصر الكهربائية وواحات عين شمس" التي قامت بتعمير الضاحية، وإنشاء مدينة متكاملة المرافق والبنية التحتية، وقامت بربط الضاحية بمدينة القاهرة بخطوط للترام والمترو الكهربائي.
     أنشأت الشركة بالمدينة الجديدة مساكن بأسعار تتناسب مع مختلف الطبقات، كما أنشأت بها أماكن للتسلية والترفيه (النوادي- الملاهي (اللونا بارك)- ميدان لسباق الخيل)، وامتدت أعمال الشركة في البناء والتعمير إلى إنشاء الفنادق ومن أهمها فندق "هليوبوليس بالاس" (قصر الإتحادية الأن) والذي كان من أعظم الفنادق في الشرق الأوسط في ذلك الوقت.
    أنشأ البارون لنفسه سكناً في الضاحية فأنشأ بها قصراً منيفاً "قصر البارون" والذي جاء على الطراز الهندي الفريد، كما أنشأت الشركة قصراً عظيماً للسلطان حسين كامل "قصر السلطانة ملك" نسبة إلى اسم  زوجته (مدرسة مصر الجديدة الثانوية للبنات).
